For me, the "father of Mewtwo" was the great villain of
Dragon Ball. Evil, intelligent, arrogant, and ridiculously powerful. Even though I think his participation in
Dragon Ball Super is pretty "meh", he still remains a great villain.
09 - Friend (20th Century Boys)

Proof that if you have charisma and charm, you can get the whole world at your feet. The guy is malignantly genius and teaches us never to mock the dopey friend, because he might start a cult and be worshipped like a god in the future.
08 - Aizen (Bleach)

Former Captain Aizen is brilliant and incredibly powerful. A dangerously malicious combination. Still, his position was hurt on the list because of that HORRIBLE ending he had in
Bleach.
07 - Shou Tucker (Fullmetal Alchemist)

This ASSHOLE turned his own daughter into a chimera as a scientific experiment. If that's not evil, nothing is.
06 - Light Yagami (Death Note)

Brilliant and with a narcissism that would make Tony Stark look like a humble guy. Light is one of the best and most controversial protagonists in
manga/
anime from the last 15/20 years.
05 - Johan Liebert (Monster)

Johan Liebert is truly terrifying. He just has to show up and boom, all the demons work toward something really bad, or at least bizarre, happening. The guy is the true Satan.
04 - Griffith (Berserk)

His hunger for power led him to sell the souls of all his future companions to become, later, a mega powerful demon.
03 - Myotismon (Digimon Adventure)

The "Digimon bad guy" who tried to rule the human world is the man. Myotismon is so powerful that only Angelwomon (a sacred digimon in perfect form) could defeat the beast. And it wasn't even permanent. The digivampire is the best villain of the franchise for me, and that's saying something with other rivals just as bad.
02 - Makoto Shishio (Samurai X/Rurouni Kenshin)

The guy took the position of government assassin (like a samurai 007). He was betrayed, stabbed, slashed, beaten up, and set on fire (all that was missing was a stake and garlic) and yet, the guy stayed alive. Armed with combat skills on the same level as Kenshin, but smarter, without scruples, and believing he's right, Makoto is the great villain of
Samurai X.
01 - Clow Reed (Cardcaptor Sakura, xxxHolic, and Tsubasa Reservoir Chronicle)

Yes!!! That's right, ladies and gentlemen! Clow Reed had to be on the list, because 98.9% of the problems in the "CLAMPverse" are his fault, directly or indirectly. Clow Reed is an ultra-powerful guy. Whether ruining poor Sakura's life, both through negligence in sealing the book (put chains on it, shove it in a safe, throw it in the Sealed Room, I dunno!) or even creating an ultra villain with a subconscious thought, Clow is number 1 of villains, even though he's not truly evil.
0.5 - Shōnen Manga Editors

The greatest villains of all! Aiming for extreme profit, they turn works that should be tight and concise into extremely prolonged ones. They drain the lives of mangaka in a way that would make the villain from
Cinderela Bahiana and his classic phrase (interpret this however you want) "WE NEED TO DRAIN THESE WOMEN" jealous. Too bad there's no
Carla Perez to save these poor guys by dancing Tchan.
Seriously! This would be a successful manga. Think about it:
"
Young people are enslaved by corporations to create clichéd stories with the goal of dominating the world. But Car'La, from the distant planet Tchan, goes to Japan to fight these corporations with lots of Axé."
Boom! Success guaranteed.
Cya!
