After an attack by small-time criminals, reporter April O'Neil (Judith Hoag) finds refuge with mutant turtles who, due to exposure to radioactive substances in New York's sewers, evolved to form a team of crime-fighting warriors. Trained by master Splinter, the turtles, along with their ally Casey Jones (Elias Koteas), face the criminal organization the Foot Clan, which under the leadership of the dangerous Shredder, spreads a wave of crimes across the city.

The
Teenage Mutant Ninja Turtles are searching for a new home in New York's sewers when they encounter members of the Foot Clan, led by Shredder (François Chou). Upon discovering the secret behind the substance known as Ooze, which caused their own mutation, the turtles face a new threat. Shredder uses this substance to create two new henchmen, Tokka (Kurt Bryant) and Rahzar (Mark Ginther), who wreak destruction on the city. A time-traveling twist occurs when journalist April O'Neill (Paige Turco) is accidentally transported to 17th century Japan. The Teenage Mutant Ninja Turtles are also transported to that era in order to rescue her. However, Michelangelo (David Fraser) gets lost in the process. Donatello (Jim Raposa), Raphael (Matt Hill) and Leonardo (Mark Caso) unite forces to rescue Michelangelo and save April. To do this, they must help a village face the evil Lord Norinaga (Sab Shimone).
