Rockstar used to be a bit more tolerant with mods. After all, many times they help keep the game alive for much longer. For example, GTA 5 saw a big "boom" again with mods made for playing GTA RP. Many streamers started playing, which boosted the game.

Perhaps the best way for Take-Two to curb mods a bit is by encouraging the creation of GTA 6, instead of hunting down franchise fans who develop mods.
